Sunset beach wedding ceremony?

I think I want a beach wedding on north padre beach in texas. Is there anyway I can just obtain the license myself, get a minister to officiate the ceremony, hire a photographer to shoot the ceremony (maybe hire for an hour), and make sure there isn't any fee? I mean I think if i did it myself it would be cheaper than using one of the packages many of the places offer. They start at like 500-750 dollars and I much rather save that or spend it on a honeymoon.
