Please help me help a homeless guy with no I.D?

Most communities have a church or another organization that will ist someone in his situation with temporary shelter, clothing and food. He may also mental health services or substance abuse treatment. He may be eligible to receive food stamp benefits as well. He will need to obtain an ID at some point. In order to receive this ID from the state he will need doentation such as his birth certificate or some other official record. This will cost money, hopefully there is a local agency that can provide those funds.
